Allowance =  3  * 70  =  210 lbs

132  / 210  ≈  62.9%

2 + 4 + 5  =  11......so  there are 11 equal parts of 132

So...each part is  132/11  = 12 lbs

The heaviest case is 5 parts =  5 * 12  =  60 lbs

And the next heaviest case is  4 parts = 4 * 12  =  48  lbs
