He says he is very sorry about upsetting people and I believe him.
He would like to be given another chance.
I think he should be given the opportunity to prove himself publicly on the forum without feeling that everyone is against him.
But I think privately you should be cautions and totally make up your own mind.
Remember he could have just come back under a different username so it is fairly big of him to want this chance without resorting to 'rebirthing'. :)
I am not demanding that you be friendly, just give it your consideration :)

here, just dig into the End Of Wrap Day #2 file at the Sticky Topics section till you find this
dig onto to the social posts for May 2015, and back then, everyone wanted me banned, but I changed myself, listened to what others had to say, and look where I am now
take advantage of that second chance, this could be the last one

Bruce Wayne, Batshit-Stupid is an extremely virulent form of CDD. Most members would instinctively want to protect themselves from infection because they could end up with the BS-S label too. It’s too risky.
TR, members wanted you banned because you are an aggressive war monger, who ignores the rules of warfare. You are only Batshit-Stupid when it comes to math, science, English, geography, history, social studies, every other scholastic subject, and common sense. However, you did know how to use the forum to post an answer on a question, so your BS-S CDD was less contagious.

If you do not want to be a target for bullies in your life the first thing you must learn is how to totally ignore bullies, and not let them get under your skin.
A forum is a really good place to learn that because you always know that they cannot punch you in the nose.
If you ignore them it makes them mad because there is absolutely nothing they can do about it.
You can sit back and be silently very smug about it though :)
