Hang on a minute, if it is not a perfect square then it is irrational and it cannot be written precisely as a decimal at all.

$${\sqrt{{\mathtt{100}}}} = {\mathtt{10}}$$         exact

$${\sqrt{{\mathtt{6.25}}}} = {\frac{{\mathtt{5}}}{{\mathtt{2}}}} = {\mathtt{2.5}}$$       exact

$${\sqrt{{\mathtt{5}}}} = {\mathtt{2.236\: \!067\: \!977\: \!499\: \!789\: \!7}}$$        this is just an approximation!

Most assuredly.......if its not a perfect square....it WILL have decimals in its simplification.....!!!!!
