I don't really know what the instructions say to do...but we can factor out a 3x like this:
= 3x(3x - 2)
9x^2 - 6x
Factorization:
3x(3x - 2)
Roots:
3x(3x - 2) = 0
x = 0 or 2/3
Complete the square:
= 9x^2 - 6x + 1 - 1
= (3x - 1)^2 - 1
