8^(-5) / 8^3 = 1/8^5 X 1/8^3 add indices to get 1/8^8
or 8^(-5) / 8^3 = 8^(-5) X 8^(-3) add indices to get 8^(-8) = 1/8^8,same thing.
Remember that X^(-n) = 1/ X^n
