\(\frac{1\times 10^{-14}}{4.6\times 10^{-4}}=\frac{1}{10^{14}}:\frac{4.6}{10^4}\)

One divides by a fraction, multiplying by the reciprocal value of the fraction.

A power with negative exponent is equal to its reciprocal value with positive exponent. \(10^{-14}=\frac{1}{10^{14}}\)

\(\frac{1}{10^{14}}:\frac{4.6}{10^4}=\frac{1}{10^{14}}\times\frac{10^4}{4.6}=\frac{1}{4.6\times 10^{10}}=\frac{0.2173..}{10^{10}}=\frac{2.173..}{10^{11}}\)

\(=2.17391304348\times 10^{-11}\)
