Dallas  =  1 x 10^6

 

Los Angeles  = 3 times Dallas  =   3 [ 1 x 10^6]  =   3 x 10^6

 

Pittsburgh / Dallas   =    [ 3 x 10^5 ]  /  [ 1 x 10^6]  = 3 / 10  that of Dallas
