3y = 2x - 3

Divide everything by 3.

y = (2/3)x - 1

In this format, the coefficient of x is the slope. 2/3 is the slope.

                                                                                                            

Parallel lines have the same slope.

Plug in the point (-3, 4) using (2/3) as the slope and find the y-intercept, b.

4 = (2/3)(-3) + b

4 = -2 + b

6 = b

Parallel line: y = (2/3)x + 6

                                                                                                             

Perpendicular lines have a negative reciprocal slope.

Plug in the point (-3, 4) using (-3/2) as the slope and find the y-intercept, b.

4 = (-3/2)(-3) + b

4 = 9/2 + b

-1/2 = b

Perpendicular line: y = (-3/2)x - 1/2
