if x is the length of the rectangle and y is the width of the rectangle then:

x = 2y + 3.

Then you are able to say:

2x + 2y = 48.

Substituting x and simplifying, we get:

6y + 6 = 48. Or

y = 7.

Then we can figure out x:

x = 2*7 + 3 = 17.

Length = 17.

Width = 7.
