Let  the shorter side be = x

Then the longer side = 2x - 3

So we have

2[x + (2x - 3)] = 66   divide both sides by 2

x + 2x - 3  = 33         simplify

3x - 3   = 33              add 3 to both sides

3x = 36                    divide both sides by 3

x = 12 cm = the shorter side

And 2x - 3  = 2(12) - 3  = 21 cm = the longer side
