First, you change the decimal 0.04 into 4/1,000. 

Then, you change 12 into a fraction. 12=12/1

After that, do the reciprocal for 4/1,000. 4/1,000=1,000/4

Then, you multiply 12/1 by 1,000/4.

Then, you change 12 into a fraction. 12=12/1       Correct

After that, do the reciprocal for 4/1,000. 4/1,000=1,000/4   No, you don't do that.

Then, you multiply 12/1 by 1,000/4.  No

So, the answer is 1/300.  Sorry but 12/1*1000/4=3000

Hi Dragon Slayer,  If you are going to do it using fractions this is how it is done.

Let's look at this

    0.04 = 4/100

Then, you change 12 into a fraction. 12=12/1       Correct

It is the second one you turn upside down. To divide by 12/1 you multiply by 1/12

    $$\mathbf{\textcolor[rgb]{0,0,1}{\frac{4}{100}\times \frac{1}{12}=\frac{4}{1200}=\frac{1}{300}}}$$

Maybe it is easier to do it with decimals

$$\frac{0.04}{12}\\\\
=\frac{0.04\div 4}{12\div 4}\\\\
=\frac{0.01}{3}\\\\
=\frac{0.01\times 100}{3\times 100}\\\\
