The answer I got is this , but it tells me that it's wrong so im kind of confused :

Angle DCE = 38+38=76
180-76=104
Angle EDC= 104˚ 
Angle ABC= 104˚
104˚+104˚= 208˚
360˚-208˚=152˚
152/2=76
Angle BAD=76˚
76˚=3x+x
76˚=4x
76/4=19
x=19˚

I get the same answer as you but your first step confuses me...Angle DCE is not 76 degrees, it's 38 degrees... could you explain that a bit more?

I meant that angle DCE + angle DEC = 76
