Without multiplying?  Does that include doing estimate in your head? 

Here's what the question asks for:  3 x 1/5 x 17/8 

What I did:   I said 17/8 is a little more than 2.       Call it 2+       note that it is less than 2.5   

                             2+/5 is a little less than 1/2       Call it 1/2–

A little less than half of 3 is a little less than 1&1/2     That's where R is on the line. 

Is that okay?
