Note that   g(x)  =  - 2  / (-x - 3) +5    can be written as   g(x)  =  - 2  / - (x + 3) + 5 =  

2 / (x + 3)  + 5

The   (x + 3)  part  shifts the graph of   1/x   to the left by 3 units

The "2"   vertically stetches the parent graph by a factor of 2

Additionally, the "+5"  shifts the parent graph up 5 units 

So  putting all these together......the parent function is shited to the left by 3 untis, up by 5 units and vertically stretched by 2 units
