If the perimeter is 24, then PS = QR  = (24 - 10)/ 2 = 14/2 = 7

And the area would be the height x PS = 28

So  h x 7 = 28    divide both sides by 7

h = 4  = ST

And RT =√[RS^2 - ST^2] =    √[5^2 - 4^2 ] = √9  = 3

So RT + QR  = 3 + 7 = 10

And ST = OQ = 4

So the perimeter of the rectangle =  2(10 + 4)  = 2(14)  = 28 units
