Both!  A ratio is a division.

63:9  is a ratio.    Be careful, it is NOT a straight division.     EXAMPLE:    63 red marbles  and 9 blue marbles  is a ratio of 63:9    the PERCENTAGE of RED marbles is NOT  63/9    it is  63 out of the TOTAL (72)    or   63/72 x100%          and the BLUE marbles are NOT 9/63   but 9 out of 72    9/72

63:9 can certainly be thought of as a straight division!  As ElectricPavlov points out, that division does not represent the ratio (or percentage) of red marbles to the total number of marbles, but it does represent the fact that there are 63/9 (= 7) times as many red as blue marbles.
