I assume this is :

 

(12 b^4c^5)/(18 b^8c^9)   ... remember that....  an / am  =  a n-m  ..  and...... a-b = 1/ab....so we have

 

(12/18)  x (b4 / b8)  x (c5 / c9)  =

 

(2/3)  x (b-4 )  x (  c-4)   =

 

(2/3) x (1/b4) x (1/c4)   =

 

(2) / (3b4c4)
