is cot(65) a function of a positive acute angle? or does it need to be in tan form?

Cot (65) is a value - it is not a function because there is no variable.
cot (65) = tan (90-65) = tan (25)
Tan(25) is not a function either. 
This is what I think anyway - one of the other mathematicians might contradict me.
