I would use pythagorean theorem?

Angle ACB = 1/2 of its intercepted arc. And AB is the arc it intercepts. Thus ACB = (1/2)128 = 64 degrees. And BAC is the other angle in triangle ABC, so it equals 180 - 86 - 64 = 30 degrees.
