(two-sided limit does not exist)
Limit from the left:
lim_(x->0^-) (x+tan^(-1)(sqrt(x+3))+π/3)/x = -∞
Limit from the right:
lim_(x->0^+) (x+tan^(-1)(sqrt(x+3))+π/3)/x = ∞

My graph demonstrates that your answer is correct BUT it does not explain anything algebraically either.
