There are 6^2=36 possibilities of rolls.

 

There are only three of them that sum less than or equal to 3. (1,1), (1,2), (2,1). That means 3/36 = 1/12 don't work. The ones that ARE greater than 3 are 1 - 1/12 = 11/12
