It's a ' dot '  that simply looks further into a number 

 

i.e. 1.5 = 1 and half 

1.5+1.5 = 3 

 

a half add a half = 1 

1+1+1=3

 

Not only that but a decimal can also be convertd to a fraction or percentage.

0.25 = 25% = 1/4
