Each 'Batch' of cookies calls for 3 cups of flour.....Liam only has 2 out of the 3 needed for a 'Batch'...or 2/3 the required amount. Lim should use only 2/3 of the required amount of sugar for a 'batch' .  Each 'batch' calls for 1 cup of sugar...Liam should use 2/3 's of 1 cup...or 2/3 cup sugar.

If the recipie Liam is using requires 3 cups of flour, and he only has 2, then he has 2/3 of the amount in the recipie. This means he would need to use the same proportions of sugar as flour - 2/3. Therefore he needs to use 2/3 x 1 of the amount in the recipie, which is two thirds (2/3) of a cup.
