Use the distributive property on   x(1-3x)  to get  x·(1) - x·(3x)

      x·(1)  = 1x or just x

      x·(3x)  =  3·x·x  = 3x²

So   x(1-3x)  =  x - 3x²

Now: x(1-3x) + 3x - 1  =  x - 3x² + 3x -1

To simplify this:  x + 3x  = 4x

So, the answer is: - 3x² + 4x -1
