You can set up a proportion:     time / distance  =  time / distance

      28 min / 8 mi    =    x / 15 mi

Cross multiply:

     8 · x  =  28 · 15     --->     8x  =  420     --->     x  =  

To estimate the correctness of your answer since 15 min is a little less than twice 8 min, your answer should be a little less than twice 2 min.
