^{i = periodic interest in decimal form . The periods are 1 month    18% / 12months = 1.5% per period  =  .015}

First one says LESS than  -5     numbers LESS than -5   include   -6   -7  -8  -9  etc......so  what do yo think about +4?

Second one says GREATER than -2    numbers greater than -2 include -1  0  + 1  +2   etc.....what do YOU think about -3 in this case?

It's     x^-1  (x²-5x-24)     <=====     take the derivative of THIS      ( you see there is a  term  24x^-1   you cannot discard this portion )

it is the derivative of   [ x^2-5x-24] / x       Note the red part.....

The point C will be    x = 2

y = (2+3)(2-8) /2   = -15         2,-15

the slope (m) is given by the derivative at x = 2 

    Then just use   y = mx + b   to find your line.....can you do that?
