ye np tho when I was younger I used to watch that show called MAD which is why i recognized it so I'm guessing they took the Magazine and made it into a show i was like 5 or 7ish when it came out haven't seen it in like 10 yrs

From what I know it is always a constant but if you do have a remainder u have to make that a remainder a constant so in terms, u can very well get a remainder but you have to make it into a constant in order for it to work
