OK...I just tried this on my ipad.....
on the screen that you uploaded click on the Browse at the upper left then you can choose On My iPad
(BTW iPad IS a computer...just not an Android or PC)
What happens when you click the folder with the + sign on it.....just to the right of where it says iCloud Drive at the top?
When you select browse , you need to click on the location on the left for where to browse....
