Heres what I would do if I was an advisor:
I would contact the United Nations. I would contact them because the United Nations is committed to maintaining international peace and security, developing friendly relations among nations and promoting social progress, better living standards and human rights. They would be called to see if peace could be made with Cuba and Mexico. Then if not I would contact the U.S Military.
I would recommend foreign intervention out of the four choices. Responses in a case like this would be military, using naval and air forces to support Mexican military operations, perhaps including transport of US troops to Mexico to assist. On the spectrum it is one of the highest types of policy. In the past the U.S has seen these types of situations as a threat to teh U.S and try to find common ground with the other country or they would isolate the country, by closing off any openings near the country. Compared to past experiences the U.S should try to keep peace with the country and if things escalate then America would have to isolate the country and use Military action.
