You can't round to the significant figure. The significant digits are 4, 3,and 1, so unless you multiply, divide, subtract, or add, with a different number you can't determine what number rounds to what. Unless you tell which sig fig you're telling us to round.
If rounded to the first significant digit it is 4, cause .3 is less than .5.
