Multiplying any number with 10 (or multiples of 10) is just the case of adding the right number of 0's

Are you missing some part in the equation:
3x-2=8
Should it be 3x-2y=8?
The equation of the parallel where the y intercept is the same as 3x+2y=-4 will be:
3x-2y=-4
Essentially when the value of y is 0, the value of x should be -4/3

The answer is that x & y axes intercepts is when the respective values are 0.
So for the X axis intercept the y value will be
3*0 - 6y = 21
y = -21 / 6
Similarly for Y axis intercept, the x value will be
3x - 6*0 = 21
x = 21 / 3
