It means replace the x by -2 and calculate the numerical result:
f(-2) = 3*(-2) - 1 = -6 - 1 = -7
The 6 is in the tenths place.
The 4 is in the hundredths place.
The 5 is in the thousandths place.
etc.
(3/2)(x-5) = -6
Multiply both sides by 2
3(x-5) = -12
Divide both sides by 3
x - 5 = -4
Add 5 to both sides
x = 1
4.6 → 46/10 → 23/5

If you mean what are the perfect squares between 60 and 115, they are 64 (= 82), 81 (=92) and 100 (=102)

They are not! For example, 7*100 = 700
700 is nowhere near double 7, nor double 100.
