So, 0.976 --> 9.76 and then X 10^(#)...
In this case, you have to somehow get 9.76 into 0.976 so you use X 10^(-1) [moving decimal place to the left once]
0.976 --> 9.76 X 10^-1

The 10^ 7 basically means you are multiplying by 10, 7 times which is the same as moving the decimal place 7 times to the right.
So, 1.96 --> move the decimal place 7 times to the right and add 0s along the way...
