IF it was allowed to be a square (which it is NOT)  12 x 12 would be the answer  for a perimeter of 48

See revised answer with PERIMETER (NOT Area) = 144 units

If the PERIMETER Of the square is 144    each side is 144/4 = 36 units

     then each SHORT side of the rectangles is    36/4 = 9

       the LONG side of each rectangle is 36 also

           so perimeter = 36 + 9 + 36 + 9 = 90 units

Graphical solution shows   10 x 15   (or 15 x 10 )  rectangle.     So perimeter = 50 units

Each side of the SQUARE is 12      (12 x 12 = 144)

so each short side of each rectangle is  (12/4) = 3

   the long side of the rectangles = 12    

     so perimeter of each rectangle = 12 +3 + 12 + 3 = 30 units

Another method (though just a bit more difficult than x-factor's answer)

x-y=16

x = 16+y

xy = 23

(16+y)y=23

y^2 +16y -23=0    use quadratic formula to find y = 1.3273      or    -17.3273

                                                           then        x = 17.3273     or      -1.3273

then   x^2 + y^2  = 302     (pick either x,y pair above....same result)
