r is radius
So $$\frac{v_{eMoon}}{v_{eEarth}}=\sqrt{\frac{M_{Moon}r_{Earth}}{M_{Earth}r_{Moon}}}$$
or $$\frac{v_{eMoon}}{v_{eEarth}}=\sqrt{\frac{3.7}{81}}=0.2137$$
