We need to find the distance between (-6, 7) and (4, -2) . That distance is the radius of this circle.

distance  \(=\sqrt{[(-6)-(4)]^2+[(7)-(-2)]^2} \\~\\ =\sqrt{[10]^2+[9]^2} \\~\\ =\sqrt{100+81} \\~\\=\sqrt{181}\)

So...the radius of this circle is \( \sqrt{181} \) , and the center of this circle is (-6, 7) .

This makes the equation:

( y - 7 )² + ( x - (-6) )²   =   ( \( \sqrt{181} \)  )²

( y - 7 )² + ( x + 6 )²   =   181

If you have 5 potato chips, and I give you negative one potato chip, how many potato chips do you have? I know that it is impossible in real life, but just imagine how many potato chips you would have if I gave you negative one? That would make you have 4 potato chips.
