The purpose for refining "Standardized testing is unfair and a waste of money" was to make a good thesis statement. A title is a different thing . A strong title should describe your paragraph and be fairly short. 

I would recommend something like "Standardized Testing: Ineffective and Costly"

Obviously this is your paper and you shouldn't take anything I say word for word but I'm trying to give you some ideas.
