Oh sorry I misread.  You think the concrete is under the bitumen too.  Yes that is what it looks like.  

Would they do that to make the road less slippery?

So the remainder should be 5

so 964/899 will have a reminder of 63

any number of the form   899N+63 where N is an natural number will work fine :))
