I think you may mean 25.5%, in which case:

 

25.5% = 25.5/100 = 51/200

 

Ooops didn't answer the question :)

 

It is 0.255. As a fraction it is: 25.5/100, so divide by 100. This is easily done by moving the decimal place over 2 to the left.

100 percent is always 1. So anything less than 100 percent is 0. something. In this case, 0.255
