8. Find the percent of change in altitude if a weather balloon moves from 100 ft to 103 ft. Describe the percent of change as an increase or decrease. Round to the nearest tenth if necessary.

You subtract 103 - 100 = 3 to get the change. Then you put $${\frac{{\mathtt{3}}}{{\mathtt{100}}}}$$ as a fraction. Then you convert that to a decimal, and it would be  0.03. Multiplying that by 100, we get 3%. Of course we could have already figured that out because 3/100 already has a denominater of 100 and was inherently 3.
