A concert promoter had hoped to schedule a show at a 21,000–seat sports arena. Unfortunately, scheduling conflicts forced the concert to be moved to the local civic center, which has a 35% smaller seating capacity. How many fewer tickets will the promoter be able to sell with the concert held at the civic center?

It's 35% of 21 000 seats which is calculated as 0.35*21 000= 7 350 fewer tickets sold.
