But here is the answer, the pair (6,-7) is in the fourth quadrant

If both values or negative, there are in the third quadrant. 

Here is just something extra:

If the x value is positive and the y value is negative, it will be in the fourth quadrant

If the x value is positive and the y value is positive, it will be in the first quadrant

If the x value is negative and the y value is positive, it will be in the second quadrant

If the x value is negative and the y value is negative, it will be in the third quadrant
