This may be wrong...

 

 

Look at the y-intercept, not the vertex.

 

The before y intercept is -2, 

 

The after y intercept is 1.

 

 

So I think it is f(x)+3

The blue graph is 1/2 the HEIGHT of f (x)

sooooo 1/2 f(x)    AND it is shifted UP by 2

1/2 f(x) + 2
