Anonymous is correct.....we can see this easily ......from 1 - 1000....... 0 appears 10(9) + 2(9)+ 3 + 9(9)  = 192 times

But every other digit, except 1,  appears  10(10) + 10(10) + 100  = 300 times.....  {1 appears 301 times}

A. 0, because 0 has no numbers that start with 0; 0 is only found in numbers divided by 10, 100-110, 200-210, 300-310, 400-410, 500-510, 600-610, 700-710, 800-810, and 900-910. Therefore, 0 will appeart the least amount of time.
