Forty percent of the seeds in a packet produce white flowers. The rest produce pink flowers.

Simulate randomly planting 25 seeds using these randomly generated numbers. Let the digits 1, 2, 3 and 4 represent planting a seed for a white flower.

May I ask why you only took the values of the first numbers?

Note in the first group.....the digits 1 and 2  must be the   white flowers planted in this group  = 2

In the second group.....the digits  2 and 4  must be the  white flowers planted in this group = 2

In the next group....the digits 3 and 4  must be the  white flowers planted = 2

In the 4th group....none were planted since the digits 1,2,3,4 don't appear

In the last group....the digit 1 appears...so....1 white flower was planted in  this group

So

2 + 2 + 2 + 0 + 1  =  7
