Fill in the blanks with integers, and select the correct operator ($+$ or $-$), to give an equation whose graph is the line that passes through the point $(-1,8)$ and is parallel to the graph of $4x + 3y = -8 - x - 15y.$

Rearrange the given equation as

18y = -5x - 8

The slope of  a parallel line is   -5/18

The equation of a parallel line  through  (-1,8)  is

y =(-5/18)(x + 1) + 8

y = (-5/18)x  - 5/18 + 8

y = (-5/18)x + 139/18

18y = -5x  + 139

5x + 18y  = 139
