Rearrange the given equation as

 

18y = -5x - 8

 

The slope of  a parallel line is   -5/18

 

The equation of a parallel line  through  (-1,8)  is

 

y =(-5/18)(x + 1) + 8

 

y = (-5/18)x  - 5/18 + 8

 

y = (-5/18)x + 139/18

 

18y = -5x  + 139

 

5x + 18y  = 139
