3 km / 10 km/h ==3/10 x 60 ==18 minutes going upstream
14 + 4 ==18 km/h - its speed downstream
3 km/18 km/h ==1/6 x 60 ==10 minutes going downstream
Average speed ==total distance travelled / time
== [3 * 2] / [18 + 10] / 60
== 6 / [28 / 60]
== 6 * 60 / 28 ==360 / 28 ==12 6/7 km/h
