- that means the 3 people who own both that the 16+8 people who are counted for cats and dogs
- you simply add 16+8 =24, then subtract 2 to get 22.

I think you forgot 3 own both in step 3. It's 21 since you do 16+8=24 as you did but then subtract 3 to get 21 as the answer.

For some reason whenever I'm doing an actual test I make silly mistakes but then casual problems I don't. Lol.
