The only way I can figure this problem makes any sense

is that its intent is to demonstrate the effect of rounding. 

 

For the minimum, use 5.5 in place of the 6, and 10.51 in place of the 11.

Minimum area is (5.5 km)(10.51 km) = 57.80 km2 

 

For the maximum, use 6.5 in place of the 6, and 11.49 in place of the 11. 

Maximum area is (6.5 km)(11.49 km) = 74.68 km2
