Hi, I've been stuck on these questions for a while, so If anyone helpfully answers them, could you give a explanation along with the answer? TY

1,The lines $$y = \frac{1}{3} x$$ and$$y = \frac{13}{9} x$$  are drawn in the coordinate plane. Find the slope of the line that bisects the angle between these lines.

2,In the coordinate plane,$$A = (4,-1), B = (6,2),$$   and$$C = (-1,2).$$ . There exists a point $$Q$$ and a constant $$k$$ such that for any point$$P$$$$$PA^2 + PB^2 + PC^2 = 3PQ^2 + k.$$$
Find the constant .$$k$$
